Good morning.

I am fully settled in the NL and I have just realized that
  1. I do not have a GP ( a general doctor)
  2. and I need an health insurance ( I know my fault, but I was lost in settling down).

How do arrange the first one? do I need to online?
any advice about the second one?

Until someone with experience in this domain wanders by, I would suggest that you go see the local town hall and ask. Last I knew health insurance cover is mandatory in the Netherlands and you may be limited to ing with a GP in your district (however defined). But the town hall seems to be the center for all things istrative like this.

GP you normally can take in your own living location (they have normally "health centers") and check if they can accept new people. First check if people have worked with that GP. With the limited number of GP, you may find one that doesnt take things too serious which is not OK. A health insurance you can get via normal insurance companies (Menzis, Achmea, CZ etc, there are at least 10) as long as you have a bsn (burger service number). If not, you will have to use a Shengen insurance or apply for the bsn in city hall. That can only be done if you legally stay in NL.
